
Siminalayi Fubara, the governor of Rivers State, has authorized the advancement of state employees at every level.
James Enebeli, the permanent secretary of the Rivers State Civil Service Commission, signed a circular that contained the permission.
According to Naija News, the circular titled “Call for Recommendation for Promotion” instructed Ministries, Departments, and Agencies to forward the commission the names of officials who were scheduled for promotion between January and July 2026 for review.
The commission states that officers on Grade Levels 07 through 15 who become eligible during the time under consideration will be included in the promotion exercise.
However, it cautioned against recommending officers for the experiment if they had retired, asked for retirement, or were facing disciplinary action.
According to the commission, submissions must contain the impacted officers’ service details and their completed Annual Performance Evaluation Report forms.
Additionally, it instructed MDAs to submit the recommendations in the authorized format in both hard copy and electronic mode.
According to the circular, USB flash sticks with the ministries’ names on them should be used to submit the soft copies in Microsoft Excel format.
Ministries and extra-ministerial departments were instructed by the Civil Service Commission to start internal promotion procedures for junior officers right away.
Additionally, it mandated that recommendation letters sent to the commission be personally signed by permanent secretaries and chiefs of extra-ministerial departments.
The deadline for submitting proposals for promotions was set by the commission for May 31, 2026.
It issued a warning that MDAs in default would not be allowed to submit their work after the deadline.
According to the circular, Governor Fubara approved the exercise so that the commission could interview qualified officers for promotions between January and July of 2025–2026.
The most recent promotion exercise follows Fubara’s recent approval and implementation of the payment of promotion arrears owing to state government officials.
The governor had promised employees that his government would carry out welfare programs in accordance with the most recent advancements made in the federal civil service.
The action is anticipated to alleviate long-standing worries about career advancement in the state workforce and further increase employee morale.
The Fubara administration just hired 1,000 educators to work in public schools throughout Rivers State.
Before being deployed to schools throughout the state, the recently hired teachers have finished orientation and training programs.
In an effort to improve healthcare delivery in public hospitals and medical facilities, the government has also started hiring health professionals.
The administration claimed that the hiring and promotion processes were a part of larger initiatives to enhance service delivery, compensate qualified employees, and fortify important state sectors.
